How Bills Can Change

Your bill can change from month to month in two primary ways – either through changes in usage or a rate change. Your bill will change as your electricity usage changes from month to month.

Your bill also may look different each month because of price changes that month. These rate changes are only implemented after they have been reviewed and approved by the PUCO. If AEP Ohio does not supply your electricity, your Generation Service rates can change due to the terms of the contract with your provider.

How do I know if I’m a Columbus Southern customer or an Ohio Power customer?

Simply look at your account number on the top of your bill. If your account number begins with 10, you are a Columbus Southern customer. If your account begins with 07, you are an Ohio Power customer.

If you’re wondering why we have two different rate structures, AEP Ohio was made up of Columbus Southern Power Company and Ohio Power Company for many years. These companies merged at the end of 2011. Due to the two companies’ different rate structures, AEP Ohio is required to recognize the former companies service areas. The rates of these companies will be completely merged by 2018.

What are riders, and how have they changed?

A “rider” is a regulatory tool that allows a utility to request recovery of costs related to specific transactions incurred by the utility over a specific time period. We are not allowed to initiate a new rider, change the rate on an existing rider, or update the base charge without first applying for approval with the PUCO.  Riders provide greater transparency to the customer by revealing exactly for what those specific charges are used and allowing the company to recover the actual cost of providing service.

The following describes the more significant rider changes that have taken place in 2015.

As a result of deregulation, AEP Ohio now provides electricity to customers through a market-based process. AEP Ohio purchases electricity for its customers (who have not chosen another supplier) through an auction process. This process seeks to find the lowest price for electricity by allowing electricity suppliers to compete against each other through periodic auction events. This was a gradual change over the past 18 months and is fully implemented as of June 1.

Storm Recovery Rider

The one-year Storm Damage Recovery Rider began in April 2014. It expired in April 2015 and was removed from bill charges.

Transmission Rider

The Transmission Rider is designed to cover investments in our transmission facilities. The rate fluctuates. In the past, this was billed only to non-shopping customers. As of June 1, this is billed by AEP Ohio to non-shopping and shopping customers.
